Light is neither a wave nor a stream of particles. It sometimes behaves as a wave and sometimes as a stream of particles (photons). Some phenomena like light (distortion, convergence, inversion) causes phenomena to be explained by treating light as electromagnetic waves.
Again, in the case of photoelectric action, Compton action, etc., it is convenient to interpret light as a stream of photons.
