The function of a resistor in a circuit is to block the flow of current in any condition. In whatever direction the current flows, it will always block it. And there is no need to activate it for this work. A broken bridge on the road, for example, always blocks traffic and does not need to be activated. Similarly, resistors will always block the flow.
