There is a limit to how much water (as vapor) air can hold at any given temperature. It is called Dewpoint in English, can’t remember the Bengali equivalent. When it’s hot, the air can hold more water vapor. When it cools down, it can’t anymore, then the vapor comes out as water. When it is too small, it floats in the air instead of falling as water. That is fog. It is more during winter. A simple test is to pour cold water into a glass. Water comes out of the air on the touch of cold glass.
During winter, the air has less moisture, so it draws water from the body. Hence lip/skin breakouts. Applying oil/lotion acts like a wall, water cannot escape.
